No! Front foot benefit charges (or deferred water and sewer assessments) are unrelated to a homeowner’s water & sewer usage bill that is invoiced through the local utility company. Front foot benefit assessments are annual assessments designed to recover the cost of the water and sewer infrastructure necessary to connect the community to the public water and sewer system at the time the community was developed.
